The first volumes offer limited relief, while a larger recovery could reshape product tanker trade.

What has been agreed

On 9 October, President Trump announced that Russia would supply more than 300,000 tonnes of diesel to US and global markets, followed by 500,000 tonnes in November and a further 1 million tonnes soon afterwards. The US Treasury authorised transactions involving Russian diesel, including imports into the US, until 7 April 2027. Moscow subsequently partially lifted its own export ban, introduced in July as refinery damage put pressure on domestic fuel supplies. These are announced volumes, with deliveries still dependent on Russia’s ability to produce and ship the fuel. The announcement came as US diesel prices neared record highs ahead of the 3 November midterm elections.

The first shipments are unlikely to change the tanker market

The initial 300,000 tonnes represent around 2.25 million barrels, equivalent to roughly 73,000 barrels per day if spread across October. That is only about 5% to 7% of an estimated global diesel shortfall of 1 to 1.5 million barrels per day. It creates cargoes for product tankers, but is unlikely on its own to remove buyers’ need for alternative supplies. Access to ships also remains uncertain: the US licence does not remove EU restrictions, including conditions on maritime transport services for Russian petroleum products. The benefit to mainstream tanker owners therefore depends on which operators can participate.

A larger recovery could weigh on mainstream tanker demand

On 12 October, Russia’s Deputy Prime Minister Alexander Novak said diesel exports could recover to 3 to 3.5 million tonnes a month by year-end, about 750,000 to 870,000 barrels per day. That would cover half or more of the global shortfall, although it remains Russia’s expectation rather than a confirmed export programme. For mainstream tanker owners, the effect would likely be modestly negative: more Russian diesel would reduce the need for long-haul replacement cargoes from other exporters, while most Russian barrels would move on sanctioned tankers. The EU ban limits this risk, as it keeps Russian diesel out of Europe and leaves European buyers reliant on long-haul imports. The key signals are Russian refinery repairs, monthly export data and whether the US licence survives opposition in Congress.

Sources: BRS Shipbrokers, EU Council, Reuters, US Treasury.

Shipping scenarios are EMF analysis.

The US has opened the door to Russian diesel shipments.
